Internets, please help!

I tried to call Australia and whenever i call the international dialling thingummy it doesn't work. The number i've been dialling is 0006117, and i've tried it from several different phones, all of which are meant to be able to handle international calls. Is there something else i'm meant to dial first? I've looked all over for help on this and i still can't work out what i'm doing wrong.

The 618 number sounds correct to me - 61 is the code for Australia and 8 for WA. In front of the 618 you need the number for international dialing from India. Your hotel should be able to tell you what that number is. The 17 might be the number you need for the telecard. Maybe the telecard does not work in India? They might have their own version of the $20 phone card. We have been buying some here and it is a lot cheaper than using the Telstra account. Dont be shy to try using English. I am told a lot of people are able to speak it. Maybe they think you are some European and are waiting for you to acknowledge your English language.
