Pity, maybe, but why on Earth would a person be guilty about an earthquake? We should be putting the blame squarely on that bastard, God- where it belongs. :-)

The obvious answer is that the after effects of the disaster are worsened by poverty, in that natural disasters always affect the most vulnerable the worst. For example - the poor black people in New Orleans (ooh, controversial).
