The e3 site seems down, but I believe it's the same as these guys? http://www.wafreenet.org/
When I was living with I parents I borrowed an antenna but unfortunately, being at the bottom of the hill, couldn't connect to anything or anyone else. The hills and south-eastern suburbs also seem a bit better connected, too. I would imagine that where I am now is pretty shocking for line of sight too - roughly at sea level, and the university blocks what would otherwise be clear view of South Perth. Dunno what the situation is like for you guys in Mt Hawthorn. There is supposedly an access point in Osborne Park, but the guy who set it up now lives in London, so I don't know if it's still going.
